Comment 1 for bug 1623570

I backed out the single change below, and this functions again as it was. I've also tried using '--job-mode=ignore-dependencies', but i still get the:

  Failed to start walinuxagent.service: Transaction order is cyclic. See system logs for details.
  See system logs and 'systemctl status walinuxagent.service' for details.
