To disable commenting out of PPAs you can either set:
export RELEASE_UPRADER_ALLOW_THIRD_PARTY=1
or edit the file:
/etc/update-manager/release-upgrades.d/uprades.cfg
and add
[Sources]
AllowThirdParty=true
