This is the third bug of this type that has been reported in System Settings, after bug 1333135 about the "Cellular" screen, and bug 1469076 about the "Time & Date" screen.
In all three cases, someone commented to the effect that "we need to add a Flickable".
I'm not a software architect, but this suggests to me that engineers are having to remember to add a Flickable to every System Settings screen. They usually remember to do it, but occasionally forget.
If so, I suggest that the Flickable instead be a basic part of the System Settings screen template. I think the "Updates" screen (which has a fixed section at the bottom) is the only example of a screen that should *not* scroll entirely when you flick it.
