requestsync either uses "rmadison" to query the package versions in Debian or Ubuntu or queries LP about those versions if '--lp' is specified. But in both cases it needs http://packages.debian.org/changelogs/ to fetch the new changelog entries as required by our current processes (see https://wiki.ubuntu.com/SyncRequestProcess#Content%20of%20a%20sync%20request). So you need to wait till those get updated (unless you know an other easy way to get those new entries).
