I suggest to change the title of this report to something like
"[20.04] Keyboard layout not enabled immediately during installation when typing username/password".

It looks like an issue of not activating the selected keyboard layout during the installation, in order to type your username/password/computer name.

I have not tested for this and I do not recall an issue, probably because I use the English US layout as the primary layout.
