This happened to me too.

I had to manually get jquery.js from the original trac 0.11.7 (http://trac.edgewall.org/export/9783/tags/trac-0.11.7/trac/htdocs/js/jquery.js), put it in /usr/share/pyshared/trac/htdocs/js/jquery.js and link it from /usr/lib/python2.6/dist-packages/trac/htdocs/js/ to get everything working.
