We can send such signals using pm-utils . Needs testing .

 ritz: see /usr/share/doc/pm-utils/README and /usr/share/doc/pm-utils/HOWTO.hooks.gz and etc.
 ritz: you can ship things in /usr/lib/pm-utils/sleep.d/ (for packages) or in /etc/pm/sleep.d (for administrator).
