Would everyone who can reproduce this bug, either on dapper or edgy, provide your X keyboard map setting? I think you can look at your /etc/X11/xorg.conf file and search for the line with 'Option "XkbLayout"' to find out what X keyboard map you are using. I don't know if there is an easier way.
