The bug report has apparently been incompletely copy/pasted from http://lists.ubuntu.com/archives/ubuntu-bugs/2005-May/055275.html

"The URL above" is http://thread.gmane.org/gmane.comp.window-managers.sawfish/2737

In summary, Sawfish needs a patch in order to correctly grok the X _NET_WM_DESKTOP property on 64-bit machines (it is 0xffffffff but comes through as 0xffffffffffffffff).

As a workaround, disable the "window sticky" bit on applications. For me, the Gnome panel on Hoary works fine, but some applications have this bit in their preferences. (In my case, setting the "show on all desktops" preference in XMMS triggered this, making the system pretty much unusable until I figured it out and turned off this option again. Using Sawfish's built-in "sticky window" property works fine, so there is a good workaround.)
