I see the same behavior...
in addition I get a similar message during installation :

Setting up postgresql-common (43.1ubuntu2) ...
 * Stopping PostgreSQL 8.0 database server: main [ ok ]
 * Starting PostgreSQL 8.0 database server: main [ ok ]
Insecure $ENV{PATH} while running with -T switch at /usr/share/postgresql-common/PgCommon.pm line 728.
