Well other than the openvpn repo which builds/pushes for Xenial and asks you to just try on other releases this is build for Ubuntu 18.10 Cosmic.
It is not intended to work anywhere else and the SRU [1] policy forbids to backport the full new version.
So TL;DR to be able to use it you'd upgrade to the very latest Ubuntu release.
That said 18.10 Cosmic is in development right now, so some areas might be incomplete until released around October.
Good for testing, maybe not yet for production use.
