NTP needs to have some kind of system implemented where if there is no connection to the internet then it lays in wait until a connection appears. One problem to consider is that ntp accuracy for intermittent connections such as on a laptop/notebook is way lower than it would be on a long term stable connection. When you have intermittent connections the ntpdate program is what you need.

I just now realized that in Gutsy 7.10 the networking is setup in roaming mode by default so I did some further testing.

Here is what works and what does not work in network configuration.

1. SUCCESS = /etc/dhcp3/dhclient-enter-hooks.d/ntp, roaming mode off, DHCP selected manually from drop down box, ip and or FQDN.

2. FAILURE = Roaming mode selected.

3. SUCCESS = Static networking.

It appears that selecting roaming mode is the root cause of the problem in Gutsy 7.10. Go into networking and untick the roaming mode and select DHCP from the drop down box and see if that works for you. I can't test Feisty as I have moved onto Gutsy 7.10. If someone knows how to turn off roaming in Feisty 7.04 please post that method here so that others can test the roaming theory.
