This still doesn't solve it for me on a fresh minimal 18.04 install in an openstack cloudimage. I'm probably not getting things into the right places and hence the problem. Is the location of these lines:

> BindsTo=rpcbind.service
> After=rpcbind.service

important inside the nfs-server.service file?
(It does work with an image from a CentOS distribution but I'd really like this to work on ubuntu.)
