Please note that the "hack" to make this work (debian/patches/98-unload_network_modules.patch) has been removed in pm-utils (1.1.0-1ubuntu1) during Intrepid development.
More info at my original bug report about this (bug 283462, duplicated to the one mentioned in my comment above).
