gsettings get org.gnome.desktop.background picture-uri - prints the correct file
dbus-send --print-reply --system --dest="org.freedesktop.Accounts" /org/freedesktop/Accounts/User1001 org.freedesktop.DBus.Properties.Get string:"org.freedesktop.Accounts.User" string:"BackgroundFile" - prints the old file
