The point is that the file /var/lib/AccountsService/users/scheuer is rewritten (without the language settings) at each connection. Too bad!

And I don't understand either why the language setting does not fall back to the system language, defined in /etc/default/locale, but to the default one (English).

It may be an installation problem: if I remember well, I installed a Xubuntu 12.04, and upgraded to 12.10, 13.04 then 13.10 (but it worked quite well under 13.04 - I did not have this problem, at least).
