Yes pushing libnginx-mod-http-geoip out to full or extra would be ok as well.

@Andreas - for the release notes also add the "soltion" which is to use -extra or -full or directly install libnginx-mod-http-geoip2 or ibnginx-mod-http-geoip (old compat)

Thanks for adding python-geoip2 already, doing that review this morning ...
