libmodule-build-perl needs to be >= 0.28 or the build will fail.
It should be in debian/control...

Tested with 0.26:

/usr/bin/make -C . OPTIMIZE="-g -Wall -O2" install PREFIX=/build/buildd/libfile-basedir-perl-0.03/debian/libfile-basedir-perl/usr
make[1]: Entering directory `/build/buildd/libfile-basedir-perl-0.03'
/usr/bin/perl Build --makefile_env_macros 1 install
Sorry, PREFIX is not supported. See the Module::Build
documentation for 'destdir' or 'install_base' instead.
