What do you mean by feature ? Is it intentional ?? In that case, in my
humble opinion, it needs fixing, because it seems more to me like a
required feature (that KDE has, by the way..)

I am not sure wether this is a bug or a missing feature.
When selecting installed language packs, or chosing a language inside the session manager, it appears to be impossible to pick several choices and sort them in order of preference (as found in KDE for instance).
Example : an Greek person who also understands some French but no English will have most of his system in Greek, and the remaining in a language that he does not understand.
