$ LC_CTYPE=ja_JP.UTF-8 fc-match sans | head
fonts-japanese-gothic.ttf: "Takao Pゴシック" "Regular"
$ LC_CTYPE=ja_JP.UTF-8 fc-match sans-serif | head

However, how should I debug in the first screen "Install (as superuser)" on starting?
