Maybe the solution you propose is easy to implement if you know how to do it. I for one don't. Please feel free to provide code.

The language-selector UI is planned to be replaced in the standard Ubuntu distribution by the corresponding UI in gnome-control-center. It will probably happen during the S development cycle. For that reason it would be hard to find an experienced developer who would want to spend a significant amount of time with redesigning language-selector.
