Just a couple of other data points.

It looks like dhclient added the broadcast request flag functionality in v5 (development release).

14.04 ships with 4.2
16.04 ships with 4.3 (the latest stable release)

Do we know if the user is using dhclient, or networkmanager or if either client is acceptable? This feature was added at different times for different dhcp clients. Can we get a package name for the dhcp client being used?
