Comment 6 for bug 96758

I corrected "now allow" to "not allow" in the dpatch header, and edited the changelog to actually describe the patch rather than just mentioning its existence and to fix the bug closing syntax. Please take account of these in future uploads. Otherwise, uploaded, thanks!
