Before recreating the bug, the output tab has one device in the list of available devices:
"Internal Audio Analog Stereo", which is also selected obviously.

The same device as before is listed there now, and selected. The sound preferences dialog's slider, as mentioned, *does* work and correctly adjusts the volume.
