It's not that simple. The module should have been copied if xfs was detected as the filesystem for /boot... But there's more to it than that. In UEFI, you also need a signed grub binary that already includes the module, otherwise Secure Boot might prohibit you loading it from disk.
This is certainly not a Critical bug as it is only as issue for a fraction of our users who happen to be at the intersection of using XFS and UEFI, but at least I think we have enough information to be able to work on the fix.
