In my case the shut down menu appears under other windows the first time around.

Note that the effect of this bug is that the system may shut down unexpectedly. I.e., I may click on the shutdown icon planning to suspend, see that nothing happens (since the window would be hidden), continue to work, only to have the system shutdown one minute later. I am surprised this is marked as low priority.
