If we have to document around this, it can be fixed with a configuration change in /etc/eucalyptus/wrappers.conf.

Currently, there is an entry for:
powerwake /usr/bin/powerwake

However, it's not given root privilege.

To adjust this, change that line to:
powerwake /usr/bin/powerwake 0
