* Add minimal syntax-checking test suite to debian/rules.
  + Add build-dependency on libgetopt-mixed-perl.
* Add support for a get-orig-source target (Alias: origtar)
  + Suggest pristine-tar and xz-utils
* Use debhelper compatibility level 9.

* Don't parse dist.ini to get distribution name and version.
  + Drop dependency on libconfig-ini-perl

* Document -c option to dh-dzil-refresh as well as all long option
  variants.
* Bump Standards-Version to 3.9.6 (no changes needed)
