You dpkgTerminalLog.txt file shows a lot of errors. One of them being that debconf questions could not be asked. This results in failure of dbconfig-common to ask you the root password to log into the mysql database.
For you to work around this, is to fix the issue with debconf not being allowed to ask questions and reconfigure cacti:
dpkg-reconfigure cacti.
dbconfig-common should be improved to not FAIL in such cases, so reassigning there.
