I have already packaged CUPS 1.7.0 final. It is on my PPA:

https://launchpad.net/~till-kamppeter/+archive/ppa

Add the PPA to your system as described and update. Then you should get the final 1.7.0 of CUPS. Please tell here whether it solves your problem.
