Ran "system-config-printer 1.3.12" on fresh install of Lubuntu 13.04 amd64.
system-config-printer dialog says "Printing service not available. Start the service on this computer or connect to another server."
Pressing connect brings up a dialog box saying "CUPS server: <localhost>". Pressing connect here yields no joy.
Running "sudo start cups" fixes the problem and clicking Connect gives joy. Afterwards, opening system-config-printer does not show the problem message any more.
Expected that CUPS would either be running already OR that the dialog box would suggest a method for starting it.
