Wait, now I see what the problem is. Since you compile the program in question yourself, the path to the .mo file(s) is

  /usr/local/share/locale
       =====

while accountsservice only checks out

  /usr/share/locale

Suddenly I understand the need to edit ~/.pam_environment manually.
