no, the patch is wrong, you set major to <version>c2.

        dh_movefiles --sourcedir=debian/libcppopt-dev -plibcppopt$(major) \
                usr/lib/libcppopt.so.$(major) \
                usr/lib/libcppopt.so.$(version)
