This bug was fixed in the package upstart-app-launch - 0.3+14.04.20140129.1.is.0.3+14.04.20131218-0ubuntu1

  * Revert as usptart-app-launch showed to create a lot of randomness
    where applications are not starting even on mako. (LP: #1275017)
