Add support for running PostgreSQL 16

This is needed for upgrading the Launchpad database to PostgreSQL 16
before we can migrate to the modern PostgreSQL charm developed and
maintained by the Data Platform Engineering team.

This doesn't add support for noble because the Launchpad database does
not need it (we will be running a backported PostgreSQL 16 on focal till
the migration) and I have heard that there are issues with building the
charm from source.
