Hi diassynthesis,
although the problem is related to the application of the record rules, your analysis is not correct. Did you try the proposed fix?
The record rules are applied too early in the creation process. In the case of users, there is a rule on company ids. However, at the moment that the record rules are applied, the company ids have not yet been set. The proposed fix moves the application of the record rules to the end of the creation process, when all fields have been set and the created resource does not invalidate the record rules anymore.
