From my own experience they are mostly concerned about crashes or similar crippling conditions. There is a huge list of those, so temporary 30-60% CPU usage will probably get buried unless a large number of people are affected. Chances are bug reports for low performance on everyone's video chip set exist already, though. Try searching xorg bugs for intel 950.
