You have omitted the *build* subcommand in the last command. Please run both

waf distclean configure build --prefix=/usr --libdir=/usr/lib64 --no-unity-quick-list --no-svg-optimization --with-gstreamer=1.0

and

./waf distclean configure build --prefix=/usr --libdir=/usr/lib64 --no-unity-quick-list --no-svg-optimization --with-gstreamer=1.0
