Implement support for IP tunnel flags. Currently only some IPv6 tunnel

Import snappy support from our 15.04 work

This is fully converted to snapcraft 2.x syntax now but still runs fully
unconfined. Also this doesn't include ModemManager as for the snappy 16
series we still have to find out whether we go with it or ofono as default.

Additionaly this is putting the snappy build configuration next to our
debian to both together and build stuff from the same base (patches,
config, ...).

Improved solution for issue #1005091

In the case where are options are used with an inet6 interface using the
auto method, the options would not be commented out via the previous
method. Now the file is scanned twice, with the first run disabling
inet interfaces using dhcp and the second disabling inet6 interfaces
using the auto method.

* fix LP: #361602 - network manager 0.6 should use 9 or 8 seconds as
  a scan timeout to workaround driver bugs; applying patch from
  Dan Langlois <dan at clockwerk dot net> that reduces scan result
  timeout to 8 seconds
