after further investigation, this is a bug with netbook-launcher, not webfav. The problem is netbook-launcher is trying to save the favicon in a directory that does not exist and that is failing.
I will commit a fix today to bzr. As a temporary workaround, if you create the following directory manually you should see the icons saved in the launcher:
mkdir -p ~/.config/netbook-remix--launcher/icons
