Was your Rack Controller connected ? I see this in the logs:

2016-05-13 01:12:33+0000 [Uninitialized] Region not available: Connection was refused by other side: 111: Connection refused. (While requesting RPC info at b'http://localhost:5240/MAAS/rpc/').
2016-05-13 01:12:35+0000 [Uninitialized] Region not available: Connection was refused by other side: 111: Connection refused. (While requesting RPC info at b'http://localhost:5240/MAAS/rpc/').

This would cause you to see no power parameters available.
