Support seeding of snaps

We run germinate during configure, and read from each resulting <seed>.snaps
file (expanded from STRUCTURE) to find out which snaps to seed. This is written
to config/seeded-snaps, which is read during build to download each one.

All artifacts are renamed upon publication, thus in the end the
unpacked tarball will not clash with the qcow2 image.

  non-interactive use; some are libraries whose reverse-dependencies
  will have already been removed; and one, open-vm-tools, should only be
  included in images that are targeted to VMWare (which is not the case
  for any of the current minimal images), rather than being included
  directly in the cloud-image seed.

Dimension Data: cloud-init customization and root user w/password

The cloud operators must inject their runtime customization script
into the image as the cloud does not have a metadata source for
cloud-init. To do so they must first boot the image and for this
they require a password which we have set in this patch. They
already have process in place to keep images with the stock
password from escaping into the field and this patch forces this
behavior by expiring the pre-configured password.
