I'm having hard times trying to reproduce the issue in my environment; could you please provide your qemu command lines for both L0 and L1? It would also be great if you could try to come up with some 'minimal' configuration (my guess is that in L1 having just "qemu-system-x86_64 -machine q35,smm=on,accel=kvm -cpu host -vnc :0" would do).
