Thank you for the explanation! :-) Will this localisation policy (and/or how it works technically) change when snap packages come to Ubuntu touch? Is it up to the OEMs? Will this be fixed at some point in the future? What about Xapps in Unity 8 on the desktop?

People would expect the already installed apps to just localise themselves after setting the language at first run. I still think this is a bug worth considering. These things matter the most to people of smaller languages where keeping the language and the culture alive is not necessarily a given. I would suppose the Catalonians and the Basque would be annoyed at Bq and Cannonical for not including their languages in a Spanish product by default...

I am not a coder, so this might not be technically possible, but maybe you could ship only en_US and have a script that fetched the right localisation files upon first run and when localisation was changed in the settings app. There should probably also be a check for the right localisation whenever the Xapps update themselves. Then only the relevant localisation files would be installed, files sizes would be smaller and everybody would get their localisation. Or is it not possible to install things inside the Puritine wrapper from the outside of them once on the tablet/phone? Are the containers themselves read only or just the system underneath?
