Comment 1 for bug 393825

The webkit does not render the background for zero-width elements. The fix for this is to change the markup to create a span with a npsp entity. (BugTaskImageDisplayAPI.icon_template). This change will need testing in several places/browsers to verify nothing surprising happens.
