r17923 changed FTPArchiveHandler.generateConfigForPocket to ensure that the index directories were all empty -- including i18n.

NMAF handles this by pruning old compressions inside RepositoryIndexFile. For a-f we probably want to just remove i18n/Translation-en and i18n/Translation-en.*
