Change loglevel of unrecognized charms from error to info

- error level currently generates too many false positives that hide actual
  errors in the bundle or the deployment.
- this might be a temporary solution until rules are updated to handle COS charms

Fix to have the snap working on bionic and jammy.

core20 need to have python libs on stage-packages in order to work
on jammy and bionic series.

update get_juju_bundle method

- models without apps don't crash juju-lint.
- added saas into cloud_state for future cmr support.
