There's no argument that 'init' is a common idiom, but its usage in connection with juju is ambiguous. Without knowing the software you might reasonably expect that init would perform any number of operations, including possibly bootstrapping an environment or deploying a bundle. It's just too vague to be used in this context, which is the whole reason generate-config exists.
'juju init' was expunged from the documentation months ago. We aren't removing the command, but I think we definitely want to do everything to dissuade people from using it.
