Just reproduced (at last!) on Xubuntu 16.04, with lp:inkscape/0.92.x rev. 15315.
Not too severe for me. It takes tens of tries before managing to reproduce the issue. Clicking away clears the dialog and the buggy bars don't show the next time an object is selected, so it's a minor annoyance on Xubuntu. Anyway, it confirms the issue is in our code (or a dependency) and affects all operating systems.
