Reproduced on Windows XP, Inkscape 0.91 and trunk rev. 14159.

Steps to reproduce:
1. Create a blank new document.
2. Link an image.
3. Save as Compressed Inkscape SVG with media.

Note that the error message doesn't show if you save the file as SVG first.
